Hi!

If i want reinstall os, i use old debian version or download new debian version? which is better?

you can run
sudo apt update
sudo apt full-upgrade

if you have a raspberry pi 4 the system will upgrade to the latest image - or debian version as you say - that you have already installed.
In other words it will upgrade the current image of debian that you already installed to the latest version

For me debian OS is Linux Debian for a real desktop computer (like me)
This OS is not recommanded for a raspberry Pi (for MagicMirror using)
For better use with a raspberry pi, you have to use Raspberry Pi OS v11 (bulleyes) 32 bits version named: Raspberry Pi OS with desktop and recommended software
